MCE services are not ended by default when TV Server starts up with windows

    Description

      The MCE services are not gauranteed to start before the TV server. If they start after the TV Server, they are not disabled.

      h4. Steps to Reproduce
      restart windows and notice the tv server does not disable the MCE services
