According to [~mm1352000] ([ref|http://forum.team-mediaportal.com/threads/tmp-teammediaportal-nuget-feed.118242/page-2#post-991410]) the {{hcwWinTVCI.dll}} is not required at all.

Currently this file is located in [MP2 NativeTv-Branch|https://github.com/MediaPortal/MediaPortal-2/tree/REWORK_SlimTvBinaries/MediaPortal/Incubator/SlimTvService/References/Plugins/CustomDevices/Resources].
In [TVE35-Branch|https://github.com/MediaPortal/MediaPortal-1/tree/EXP-TVE3.5-MP1-MP2/TvEngine3/Mediaportal/TV/Server/TVServer.Base] it seems to be removed already.

So if is really not required anymore it should be removed otherwise the dependent code should be documented. In case it is still required a new task can be created to create a NuGet package for it.
