Currently the build process uses the old Transifex python client to upload/download translations when building. This has been deprecated for a while and now appears to be obsolete, returning http 404 errors when trying to download translations.

The build process should be modified to download and extract the new tx cli executable, the TransifexHelper project needs to be modified to output the correct style config and local and AppVeyor transifex.rc files need to be updated.
