SkinEngine starts when the Manager is initializing

Details

    Description

      The SkinEngine and all other autostart plugins are activated, because the Manager starts the PluginManager.
      Use the new <Configuration> element for declaring settings in plugin.xml files, and support it with ConfigurationManager.
