SkinEngine scaling problem with ScrollViewer/ScrollContentPresenter

    Description

      <p>As soon as a scrollbar will be shown, the actual content will be scaled down to fit into remaining size. This causes a strange text &quot;effect&quot;: it gets thinner than without scrollbars.</p>
