When no location is set for the weather plugin, it should either
 * ask the user to open the weather configuration screen
 * automatically open the weather configuration screen
 * using a default location (city) based on the locale, which is being user on the system (which is already used to set MediaPortal's language)
 * using a default set of a few locations, maybe: New York, Berlin and Tokyo

h4. Steps to Reproduce
After clean installation of MediaPortal 2 there is not location set for the weather plugin.
If you enter the weather plugin nothing will be displayed.

--> This is a bad user experience.
