i've tested every combination of DVD navigator and codec i can image right now.

    * MS Navigator, Cyberlink Navigator (PDVD7)
    * MPV/MPA
    * Cyberlink Codecs
    * AVIVO Codecs
    * Intervideo Codecs (WinDVD9)

    * i had DxVA on/off
    * i had hardware accelleration in condec configuration on/off
    * i removed the copyprotection of the DVD with DVDfab platinum


but the issue is still there, the navigation in the episode selection screen is horrible slow.
if you play the same dvd on the same pc with the powerdvd or windvd application, then everything works just fine.
