    Description

      The TvNofity manager within the tv plugin had some limited functionality.
      (joboehl did some previous work on it.)

      about the old notify manager;
      It was able to notify the user before a show would start (5 mins before eg.).
      It was also able to notify the user if the currently occupied card would be prioritized by a recording, thus warning the user about the possibility of him getting kicked.

      Funny, the configuration was entirely missing. So it has never been possible to activate this feature, atleast not when using mp config.

      The goal is to ;

      add a "notifier" config. tab to tvclient section in mp config-
      which makes it possible to configure the tv notification interval (the warning will come before the user defined amount of seconds).

      add 1 new feature to the notifier manager;
      Notify any user on the tvserver network when a recording is started and when it is stopped. This dialog notification pops up everywhere regardless of context and regardless of when, why and who stopped/started the rec.

      ex.
      The dialogue will popup when playing back a video using myvides etc.
      If fact more or less anywhere :)

      If MP is idle and no media is being played back, then the notifications are ignored.

      This feature is also toggleable using mp config.
