Changes in \TvEngine3\TVLibrary\SetupTv\Sections\TestService.cs

in SVN 26590 mean that the Manual Control section of SetupTV.exe is not working. Cards are not shown in the list and the buttons to start/stop TV/timeshifting are not available.

Reverting the changes to this file in commit 26590 seems to fix the problem, but may cause side-effects, so it needs a developer to check and deal with correctly.
