WinTV CI tuner assignment doesn't work properly. There are two parts to this problem:

1. It is tricky to assign the CI to the right tuner because the assignment doesn't seem to want to stick (or it sticks, but to the wrong tuner). You make the assignment and come back to the tab and the wrong tuner (or no tuner at all) will be selected.
2. The full list of tuners is added to the tuner selection combo each time you visit the tab.

h4. Steps to Reproduce
1. Open TV Server configuration.
2. Go to the WinTV CI tab of the TV cards section.
3. (The wrong tuner may be selected.)
4. Choose a different tuner.
5. Go to somewhere else (for example the TV Channels section).
6. Go back to the WinTV CI tab.
7. (A different tuner will be selected and each tuner will be listed twice.)
