TsReader does not pick up SPS and PPS in certain cases. In particular:
- when the SPS and/or PPS units are at the start of the buffer of NALU units
- when the SPS and PPS units are always in separate TS packets (TsReader processes NALU units by TS packet and expects valid streams to have SPS and PPS units in the same TS packet)
