while testing windows 7 we noticed that the default RTSP port 554 is also used by the "Windows Media Player Network Sharing Service".
As result, the streaming fails.

To avoid this issue:
- TV-Server Configuration checks in the default port 554 is free or not.
- in addition we need to add the functionality to change the streaming port
