it is impossible to create/configure TVGroups inside setuptv.exe

there are no options displayed in this section.

mostlikely related to Mr.Hipps changes in that area, which i and many users want to see reverted.

h4. Steps to Reproduce

[*] 1.0.1 installed on a pc where it was never installed before
[*] run sat scan
[*] try enter TVgroups section
[/list]

if i restore an old export.xml, which contains groups, then i can access this section in setuptv.exe again
