PowerScheduler doesn't care for timeouts properly

    Description

      the system goes immediately into standby if the timeout has elapsed and the preventing plugin returns "ok" (i.e. no more blocking processes).


      h4. Steps to Reproduce
      this can be the case, i.e. when you have setuptv.exe configured as process to block, and "standby after x min of inactivity". when you have it open for > x min and then close setuptv.exe, the system suspends within few seconds.
