Default streaming port in new installation is 0 instead of 554

    Description

      In new installation with a new database the streaming port is set by default to 0 instead of 554. However the correct port (554) is used.

      h4. Steps to Reproduce
      1. Do a clean installation of TV Server (new database)
      2. Start SetupTV
      3. Go to Streaming server section, RTSP port is 0 instead of 554
