MisterD's internal network provider is not compatible with the "always rebuild graph..." debug option. Attempting to enable both results in graph building errors after the first graph stop.

h4. Steps to Reproduce
1. Enable the "always rebuild graph..." debug option.
2. Register and select the internal network provider for use with any tuner.
3. Attempt to tune a channel (should work).
4. Stop the tuner (so that the graph rebuild should be triggered).
5. Graph rebuild failure!
