Terrestrial NIT scanning doesn't work.

h4. Steps to Reproduce
1. Open TV Server configuration.
2. Go to the scan tab for a terrestrial tuner.
3. Expand the advanced options.
4. Select "search for transponder list".
5. Enter a valid frequency and bandwidth.
6. Click "scan for channels".
7. (No transponders are found -> no channels are found.)
