After a new Install of TV Server the start-up method of the service is set to manual. This will prevent TV Service from running after a reboot as long as User did not call TV Server Configuration or MP Client.

1. Install TV Server
2. Have a look at control panel "Services"

This issue has an easy workaround as one can change start-up method easily with Windows control panel.
But for average user this might be a show stopper.
