Enable 'special mouse controls' in the GUI section of config.

Start fullscreen TV or video playback.

Move the mouse to the top of the screen. It doesn't matter whether topbar is enabled in the skin or not.

A blue rectangle appears in the lower part of the screen. See screenshots in linked thread.
