Is it possible to applies the conditional animation fix without the new parameter?

h4. Steps to Reproduce
Add a pulse or loop animation to a skin file such as:

<animation effect="fade" start="20" time="2000" condition="true" pulse="true">Conditional</animation>

Does not work.

h4. Additional Information
This is not a new bug, it has existed for some time. Thus, there are no examples of pulse or loop animations in Blue3 since they did not work.
